Only enrolled agents are required to demonstrate to the IRS their competence in all areas of taxation, representation and ethics before they are awarded unlimited representation rights to represent taxpayers before the IRS. Unlike attorneys and CPA’s who are state-licensed and who may or may not choose to specialize in taxes, all enrolled agents specialize in taxation.

Steve Axelrod – Founder Enrolled Agent, MBA

He was inspired by the idea of a tax business that provided professional services with a personal touch, and founded Steven J. Axelrod Inc, now Tax Office SF, 50 years ago in 1973. Steve continued his passion for taxes, becoming an Enrolled Agent and earning his MBA in 1970. At the same time, his tax business, originally an employer of one, became two, then ten, then more as his success grew. Steve continues to be a tax magician for his clients today, some of whom have now been seeing him for 50 years.

Steve enjoys the companionship of his wife, Christine, and his award-winning Great Pyrenees dogs. His current canine cohorts are Belle and Sebastian, with Sebastian (AKA Rivergroves Wonderdog at Pyrcreek) recently winning Best of Breed and second place in the Working Group at the world-famous Westminster Dog Show in 2023. When not doing tax work, Steve enjoys travelling, loving dogs, and relaxing in his hot tub and sauna.

Richard Snow – Owner/Partner – President, Enrolled Agent

Since then, Richard has owned, operated, bought, and sold various small business; as owner of The Other Cafe in San Francisco and other locations, small business consultant, and as a real estate agent – for loan broker purposes – as he flipped houses in the early 2000’s. Richard was introduced to Steve Axelrod by a business relationship to prepare taxes for one of his companies in the 90’s. Richard discovered that his management and tax experience was a perfect fit for the tax business and started working for Steve in 2001. Richard would go on to become an Enrolled Agent and later the owner of Tax Office SF with Steve’s blessing, and they continue to work together. Now, Richard specializes in small business taxes and focuses on S-Corp and Partnership returns with the related Individual taxes of the business owner. When not doing tax work, Richard spends time with his wife, Delpha, and 14-year old miniature poodle mix Dora, the “Tax Dog”. He also enjoys golf, road trips, extended family, and cruise vacations.

Aaron Phillips owner/partner Enrolled Agent, Certified Estate Planner

Currently partners with Richard Snow at Tax Office SF, he is qualified to practice before the IRS as an Enrolled Agent and is a Certified Estate Planner. In addition to a high degree of expertise in income tax preparation and planning, Aaron specializes in cases concerning employee stock options, investments, foreign income tax issues, and strives to find a perfect world solution for all his clients.

Outside of the tax office, Aaron has a thriving asset management practice through Infinity Financial Services, and you will often find him helping clients plan for retirement and achieve their financial goals both after the sun has set and before his morning coffee.

Aaron is an avid cold-water swimmer, cyclist, and triathlete who’s competed in the USA Triathlon Age Group National Championships and USA cycling Criterium races. His son is currently in college studying computer science and his daughter serving as an officer in the U.S. Army. Aaron participates in local civic organizations, supports a number of charitable organizations, loves to travel, explores the outdoors through hiking and backpacking, and speaks a growing amount Spanish.
